Roger Hardy – Managing Director

Roger has held key positions in both the civil and naval nuclear programmes.

His early career was in project management, and he has also undertaken a number of production management and operational roles. In 2005 he was appointed Submarine Director at DML at Devonport, owned by a joint venture of Halliburton Brown and Root, Balfour Beatty and Weir Group. In 2007 he was appointed Managing Director of Babcock International Group’s submarine business, which encompassed all maintenance for the UK submarine fleet at both Devonport and Faslane as well as the management and development of the Devonport nuclear licensed site.

In 2010 Roger took up a new appointment as managing director for Babcock’s civil nuclear business. The role included the integration of the nuclear businesses acquired from Alstec, S&H, INS, UKAEA and VT into a single unit; management of the Dounreay, Harwell and Winfrith licensed sites; major projects at Sellafield and supporting the operational AGRs for EDF.

Roger is married to Julie and has two young daughters.

Dyan Foss – Deputy Managing Director

Dyan has over 22 years of clean-up experience in the hazardous waste and nuclear clean-up business, with world-wide experience in programme management, safe and effective project delivery and people oriented solutions.

A geologist by training, she graduated from the University of Idaho with a bachelor’s of science degree in geology. She is a professional registered geologist, certified project management professional, and a member of the International Society of Explosives Engineers.

Previous roles include managing the soil and groundwater remediation project at Hanford in the US, and working as the head of end state and demolition delivery at Sellafield.

In her spare time, Dyan enjoys cooking, craftwork, photography, travel and walking her dogs.

Alan Scullion – Assurance Director

Alan Scullion (DSRL) graduated from Strathclyde University with a degree in applied chemistry. He came to site in 1978 to work as a commissioning engineer for new solid waste storage plants.

In the 1980s Alan was an FCA shift manager for seven years and subsequently held a variety of commercial and management posts involving waste and fuels operations and strategy. He moved to the assurance unit in 2006. In 2009 he took over as major project unit manager for new build in a temporary capacity.

Alan lives in Thurso with his partner Deirdre. He is currently president of Ormlie Lodge Club and his hobbies include football (as a spectator).
 

Malcolm Smith – Technical Director

Malcolm is an experienced engineer and manager with over 28 years’ experience in the UK nuclear industry.

He is a chartered engineer, a Fellow of the Institute of Mechanical Engineers, and is Ashridge Business College Advanced Management and Royal Naval College Greenwich nuclear-qualified.

Malcolm joined Babcock via its acquisition of DML in 2007. As nuclear infrastructure director he was responsible for the development of new nuclear facilities and decommissioning and disposal of redundant nuclear assets from the naval nuclear submarine programme. Before joining DML in 2002, Malcolm worked at Rolls-Royce for 18 years on the design and substantiation of naval nuclear submarine PWR systems.

Malcolm is married with two grown up sons. His hobbies include photography, clay pigeon shooting, sailing and golf.


Mike Brown – Project Director, Reactors

Mike has 36 years’ experience in the civil nuclear industry.

With a degree in chemistry from the University of Newcastle upon Tyne, Mike joined Dounreay in 1976 working in the Fuel Cycle Area, and became head of research and development in the chemistry laboratories.

After two years in the US at Oak Ridge National Laboratory, he returned to Dounreay to a role in project management and technical assessment, before becoming chief chemist. He moved into project management, culminating in the amalgamation of the two fast reactors in 2009.

Mike’s wide knowledge of regulatory, safety case, alkali metals and project management has supported a range of committees at Dounreay.

Mike is married with two children. In his spare time he enjoys cooking, foreign holidays and building computers.
 

Jason Casper – Project Director, Reactors (Designate)

Jason has over 18 years’ experience in the geotechnical, environmental and project management fields, including reactor decommissioning experience. He has a bachelor’s degree in environmental geology and a master’s degree in geology.

In previous roles, Jason led clean-up projects at Idaho in the US, which included managing the deactivation and demolition of reactors and the demolition of unique, complicated radiological-contaminated buildings. He also had experience developing and implementing new technologies for sodium treatment, waste monitoring and characterisation.

Jason’s interests include wood working, metal working, rock working, biking, mountain climbing, fishing, golfing, and cooking.
 

Steve Beckitt – Project Director, Fuel Cycle Area

Steve Beckitt graduated from University in London with an Honours degree in chemical engineering. He started work at Dounreay as a process engineer in the fuels plants.

During the 1990s, Steve managed the fuel reprocessing plant operations and in 2000 he established the new decommissioning team, leading to the successful decommissioning of fuel plants, ponds, laboratories and criticality research plants.

Since 2008 Steve has managed the site decommissioning area which includes responsibility for decommissioning projects, waste management and site support services. He represents the UK on the IAEA international decommissioning network steering group supporting developing nations in their programmes.

Steve lives in Thurso and spends most of his spare time walking and climbing in the Scottish mountains. He enjoys travelling to remote parts of the world and has climbed many mountains in the Himalayas, Andes, Alps and Africa.
 

David ‘Bo’ Wier – Project Director, Shaft and Silo

With over 40 years’ experience in the nuclear industry, Bo has a bachelor of science degree in electrical engineering from the Mississippi State University.

He most recently served as the director of the award-winning clean-up project of contaminated areas within the 55 square mile outer zone at Hanford in the US. He also managed the clean-up and placement of the Hanford Fast Flux Test facility into long term storage.

During Bo’s last secondment to Dounreay, he worked as part of the team responsible for the initial commissioning of the DFR NaK disposal plant.

Bo is married to Lesley and has three children and five grandchildren.

Charlie McVay – Project Director, Waste

Charlie McVay has extensive experience in the nuclear industry, focusing on project management and waste management.

His career has spanned 25 years across several nuclear sites in the US. Previous projects include high level waste tank operations, new LLW vault construction, and responsibilities at Oak Ridge associated with project management, waste operation and waste water treatment.

Charlie’s hobbies include DIY, clay pigeon shooting, fishing and attending sporting events.
 

Billy Epling – Project Director, Fuels

Billy has 32 years’ experience in nuclear operations at the US Department of Energy facilities, during which time he had direct involvement with the design, maintenance and operations of remote fuel handling equipment. He managed operations of four spent nuclear fuel storage facilities, including the management of legacy nuclear fuels inventories as well as the receipt and storage of off-site research reactor fuel. During his career he has collected extensive operational and project knowledge within the nuclear fuels arena.

He graduated from the Virginia Polytechnic Institute with a degree in mechanical engineering.

His experience also includes previous employment with Sellafield Ltd and he brings 23 years’ experience managing large teams and servicing multiple reactors, with responsibilities including handling, storage, casking and shipment of spent nuclear fuels.

Billy is married and has two children. In his spare time he enjoys car restoration.
 

Alastair Macdonald – Change Director

Alastair has over 24 years’ experience of working in the nuclear industry.

He has extensive experience at Dounreay, having worked there for over 21 years in several senior roles, one of which included overall responsibility for decommissioning the Prototype Fast Reactor. He has also worked in the US on the Hanford Central Plateau clean-up project.

Alastair enjoys spending time with his family and has renovated an old Victorian farmhouse. He is an active musician, playing and recording with his accordion.
